Wild fires in Portugal are driven by the ill management of forests. Piled
fuel in forests catch fire as soon as someone throws a cigarette butt into
them.
Sucking aquifers dry for the sake of the tourist industry hasn't helped:

Portugal unlike Spain, is an Atlantic country, open to Atlantic
perturbations. Southern Spain uses too much water for agriculture.
Andalusia even considered collecting water from the Ebro which flows
several hundred kilometres northward.
